Resource Equalization Without Central Redistribution

Position

If distributed governance does not address regional economic inequality, it reproduces class rule at the jurisdictional level — wealthy regions attract the mobile and skilled, poor regions lose capacity, and “exit” becomes a sorting mechanism that concentrates privilege.

Mechanisms

  1. Revenue sharing formulas embedded in federation compacts — regions that benefit from shared infrastructure contribute to equalization pools
  2. Conditional access — participation in shared systems (trade networks, professional credentialing, transport grids, energy interties) is conditioned on contributing to equalization
  3. Transparent, formula-based allocation — not discretionary redistribution by a central authority, but automatic flows based on measurable criteria
  4. Investment in capacity, not dependency — equalization funds capacity-building (education, infrastructure, economic development) rather than creating permanent transfer dependency

The Mirror

The critic’s model also struggles with regional inequality. Federal redistribution in existing states is captured, politicized, and often designed to maintain dependency rather than build capacity. The question is not “does your model solve inequality” (no system does automatically) but “which design makes equalization less susceptible to capture and more transparent.”
